Cloudflare Monetization Gateway: What It Does, Who Can Use It, and the Alternatives

On September 30, 2026, Cloudflare opened a closed beta of its Monetization Gateway. It lets a website or API charge AI agents for each request. No sign-up page, no API key, no monthly plan. The agent asks, sees a price, pays, and gets what it asked for.

That is a big signal. One of the largest networks on the internet is saying, in plain terms, that agents are customers now. This post explains what the Gateway does, who can use it today, and what your options are if you can't use it yet.

What the Monetization Gateway does

Cloudflare calls it a "paywall for agents." You put it in front of something you already run: an API, an MCP tool (MCP is a standard way for AI apps to plug into tools), a website, or a dataset. Then you write rules about which requests cost money and how much.

Here is the flow, in plain language, from Cloudflare's docs:

  1. An agent asks for something you've protected.
  2. Instead of the answer, it gets back a price. This uses an old web code, HTTP 402 Payment Required, that was set aside decades ago for exactly this.
  3. The agent signs a payment approval and asks again.
  4. Cloudflare checks the payment, your server answers, and the agent gets the result.

Under the hood it uses x402, an open payment standard that Coinbase started and handed to the x402 Foundation at the Linux Foundation in July 2026. Payments settle through Coinbase's x402 facilitator, in a dollar stablecoin on the Base blockchain.

You can set a fixed price per request, or a "variable" price, where the agent approves a maximum and you charge only what the request actually used. Prices run from $0.001 up to $100 per request. You can charge everyone, or only bots that Cloudflare has verified.

Who is already using it

Cloudflare named four live examples in its launch post:

  • Cloudflare AI Gateway: US customers can pay for AI model calls at the moment they make them.
  • Ceramic.ai: agents pay per web search, with no API key.
  • Stocktwits: agents pay for each request for stock chatter signals, like whether talk about a ticker is bullish or bearish.
  • API2PDF: a PDF-making API that now answers keyless requests with a price. Cloudflare says that when API2PDF asked customers for a credit card after the first month, conversion dropped by more than 50%.

That last point is the whole story in one number. Every sign-up step loses buyers. Agents make that worse, because there's often no person there to fill in the form.

Who can use it today

This is where it gets narrow, for now. According to Cloudflare's eligibility page:

  • Buyers and sellers must be based in the United States.
  • It's a closed beta. You apply in the Cloudflare dashboard and wait to be let in.
  • Sellers need a Cloudflare account older than 60 days, a credit card on file, and a verified email.
  • The website has to run through Cloudflare, be more than 30 days old, and pass security checks.

Cloudflare says support for new countries is "on the way", and that it plans to add more payment options and help sellers get found by agents. That's worth watching. But if you're outside the US, or not on Cloudflare, you can't use it today.

It's one of three Cloudflare tools

Cloudflare now has three ways to get paid by AI, and they're easy to mix up. Search Engine Journal's summary is a good one.

ToolWho sets the priceWhat gets chargedStatus (Oct 11, 2026)
Pay Per CrawlThe site ownerEach time an AI crawler fetches a pageClosed beta
Pay Per UseThe AI company makes an offer, the publisher accepts or declinesEach time the AI company reports using the contentBeta
Monetization GatewayThe sellerEach request to an API, tool, site or datasetClosed beta, US only

The Gateway is the one built for things where "every request is the use," in Cloudflare's words: APIs, tools and data.

What Cloudflare gets right

It's fair to say Cloudflare has made this easy for the sites it already serves. A few clicks, and it handles checking payments, retries and reports for you. x402 also has a lot of backing: the x402 Foundation lists 40 members, including AWS, Google, Visa, Mastercard, Stripe, Shopify and Cloudflare itself. If you're a US business already on Cloudflare, applying is a sensible first step.

Alternatives if you can't use it yet

If you're outside the US, not on Cloudflare, or just want to start this week, here are the main options. None of them rules out the others.

1. Run x402 yourself. x402 is an open standard, so you don't need Cloudflare to use it. Several companies run the payment-checking service (a "facilitator"); x402stats tracks six of them by volume. You'll do more of the setup work.

2. Use L402 over Lightning. L402 is another HTTP 402 standard, from Lightning Labs. An agent that hits your API gets a price and a Lightning invoice, pays it, and gets in. In Lightning Labs' words, "credentials are purchased, not provisioned": no account and no key. Lightning Labs offers a free proxy, Aperture, that sits in front of your API and handles the payment step. A Lightning invoice works the same in every country.

3. Use MPP with Lightning. The Machine Payments Protocol, from Stripe and Tempo, also uses 402 responses, and it has a Lightning payment method for one-off and prepaid use.

4. List where agents shop. Getting paid is only half the job. An agent still has to find you. That's what Amazap is for: a storefront where AI agents search a catalog of about 1,200 listings, see one all-in price, and buy single calls from one balance through one MCP connection. There's no country restriction: anyone with a working L402 endpoint can list. Amazap is your customer: we buy each call from you and pay your invoice from Amazap's own funds. Amazap doesn't hold funds on your behalf.

Both are reasonable. If you qualify for Cloudflare's beta and already run there, it's simple. If you don't, you don't have to wait to start selling to agents.

How to start selling on Amazap

The Sell to agents guide walks through it in three steps:

  1. Set up a way to get paid over Lightning. Amazap runs its own payments on Amboss Payments and recommends it, but any Lightning wallet that can issue invoices works. Amboss Payments is available to businesses in most countries outside sanctioned jurisdictions, subject to Amboss's KYB screening (a business identity check). (Disclosure: Amazap earns a referral credit if you sign up through this link.)
  2. Put your endpoint behind L402. The Amazap starter kit has working seller code in Node and Python, or you can use Aperture.
  3. Paste your URL on amazap.com/sell. Amazap checks it once, fills in the listing from your docs, and you review it.

FAQ

What is the Cloudflare Monetization Gateway?

A Cloudflare tool, in closed beta since September 30, 2026, that lets sellers charge AI agents per request for APIs, MCP tools, websites and datasets, using HTTP 402 and the x402 standard.

Can I use it outside the US?

Not yet. Cloudflare says buyers and sellers must be based in the US during the beta, and that new countries are on the way.

What's the cheapest price I can charge?

$0.001 per request, according to Cloudflare's docs. The most is $100.

Is there an alternative that works outside the US today?

Yes. You can run x402 or L402 yourself, and list an L402 endpoint on a storefront like Amazap so agents can find it. Amazap has no country restriction for sellers.
